Item 1 - To consider the Manager’s Report on submissions on the Draft Ennis and Environs Development Plan 2008
E. Power, Town Clerk asked if any Member had a conflict of interest regarding any of the issues under discussion, that interest should be declared. Cllr. J. Flynn stated that he had an interest in certain issues and excused himself and left the meeting.
It was noted that the Manager’s Report on submissions was considered by the Members at meetings held on 15th, 21st and 22nd October 2008. Cllr. F. Neylon proposed that, having considered the Manager’s Report on submissions, that the Draft Ennis and Environs Development Plan 2008-2014, be amended as follows:
- Draft Housing Strategy, page 29 and 31. Omit paragraph 4.9.3. and amend paragraph 4.11.2 as per policy H6.
- Appendix 4: PS7, Limerick Road, text to be added.
- Policy TR14, page 131, add to list of infrastructure safeguards, link road at Shantulla.
- Appendix 4: PS3. Add international services, research and development to range of uses.
- Protected Structure notation for Cahercalla House to be shown in correct location.
- Appendix 4: PS5. Add new objective, to facilitate the provision of a new post primary school.
- Amendments to Proposals Map
- Rezone land at Highfield Park from Commercial 3 to OSL.
- Rezone land at Rocky Road, Cahircalla Beg from Open Space to Residential.
- Rezone land on Gort Road adjacent to Cois na hÁbhanna from OSL to Commercial 4.
- Rezone land at Cappahard from Open Space to Residential, Residential to Open Space and Residential to OSL.
- Rezone land south of One Mile Inn from Open Space and Flood Risk to Commercial 2.
- Rezone c.1ha. land on north side of Kilmaley Road, Ballymacaula from OSL to Commercial 3.
- Rezone 0.5ha. land adjacent to soccer pitch, Quin Road, from Open Space to OSL.
- Rezone land at Gort Road Industrial Estate (Panalok) from Industry to Commercial 4.
- Rezone land at French Court from Open Space to OSL.
- Rezone 0.08ha. land south of One Mile Inn from Commercial to OSL.
- Rezone land at Dulick, east of railway, from Open Space to Commercial 3.
- Rezone 25ha. land at Beechpark, Ballymacaula from Countryside to Industry.
- Rezone 0.2ha. land on west side of Kildysert Road from Open Space to OSL.
- Rezone land on Kilrush Road, adjacent to O’Sullivan and Hansbury’s from Open Space to Commercial 4.
- Rezone 11 to 14 Carmody Street from OSL to Commercial 1.
- Rezone land on south side of Ballybeg Road from Open Space to Residential and undefined safeguard for footpath.
- Rezone Tracklands Business Park, Clonroadmore, from Commercial 4 to OSL.
This was seconded by Cllr. T. Brennan and agreed.
It was noted that the proposed amendments to the Draft Development Plan 2008-2014 would be advertised pursuant to Section (12)(7)(b) of the Planning and Development Act 2000.
Cllr. P. Considine thanked the officials of the Planning Department for their hard work and dedication in the drawing up of the Ennis and Environs Development Plan 2008 - 2104.
