Minutes of the Annual Meeting of Ennis Town Council held at 7.30 p.m. on Friday, 27th June 2008 in the Council Chamber, Waterpark House, Drumbiggle, Ennis, Co. Clare.

The Register of Orders by the Director of Service, Town Clerk and Town Engineer and the Planning Register were on the meeting table.
The outgoing Mayor, Cllr. T. Brennan thanked the Deputy Mayor and Cllrs. P. Considine and M. Coote Ryan for their help during the year. He also thanked the officials of the Council for their support. He paid tribute to the people of Ennis and wished the incoming Mayor every success. Cllr. T. Glynn complimented the Mayor for his achievements during the year. Cllr. J. Flynn then requested that Standing Orders be suspended in order to discuss the issue of parking in Parnell Street car park. Cllr. T. Brennan advised the meeting that he had discussed the issue with the Town Manager and that solutions had been found. It was proposed by Cllr. J. Flynn and seconded by Cllr. D. O'Bearra that Standing Orders be suspended. It was then proposed by Cllr. T. Brennan and seconded by Cllr. J. Reidy that Standing Orders not be suspended.
A vote was taken on the proposal to suspend Standing orders which resulted as follows:
- In favour of Suspending Standing Orders: Cllrs. J. Flynn, D. O'Bearra, T. Matthew, T. Glynn. (4)
- Against Suspending Standing Orders: Cllrs. T. Brennan, P. Considine, M. Coote Ryan, F. Neylon, J. Reidy. (5)
Item 1 - Election of Mayor
Cllr. F. Neylon proposed Cllr. P. Considine as Mayor. This was seconded by Cllr. J. Reidy.
There was no other Member proposed.
Cllr. P. Considine was declared elected as Mayor of Ennis.
The Members and Officials congratulated the new Mayor and wished him success during his term of office.
Cllr. P. Considine thanked his proposer, seconder and elected members for electing him to the office of Mayor. He stated that he would require support from all the members during his term as Mayor and hoped that they could work together as a team for the good of Ennis. He stated that one of his priorities, as Mayor would be the development of Ennis Hospital. He thanked Cllr. T. Brennan on behalf of his family for his help and support during his recent illness. He stated that he hoped all Elected Members would be aware of his limitations for the next few months and hoped that he would receive assistance from the Deputy Mayor and all the Elected Members.
Item 2 - Election of Deputy Mayor
Cllr. T. Brennan proposed Cllr. F. Neylon as Deputy Mayor. This was seconded by Cllr. M. Coote Ryan.
Cllr. J. Flynn proposed Cllr. T. Glynn as Deputy Mayor. This was seconded by Cllr. D. O'Bearra.
Cllr. T. Glynn stated that he was honoured to be nominated but that he was in favour of sharing the role of Deputy Mayor with Cllr. D. O'Bearra. He stated that some Elected Members had been public representatives for ten years and had not got a chance to take on the role of Deputy Mayor. E. Power, Town Clerk clarified the position and advised that under the Local Government Act 2001 only 1 Elected Member can hold the office. Cllr. D. O'Bearra thanked Cllr. T. Glynn for the proposal and stated that he fully supported the concept.
Cllr. J. Flynn proposed Cllr. D. O'Bearra as Deputy Mayor. This was seconded by Cllr. T. Glynn.
Cllr. J. Flynn then excused himself from the meeting.
Following a discussion, Cllr. F. Neylon then withdrew his name from the nomination process.
Cllr. D. O'Bearra then withdrew his name from the nomination process.
As it was unanimously agreed, Cllr. T. Glynn was declared elected as Deputy Mayor of Ennis.
Cllr. T. Glynn thanked his fellow Elected Members for electing him to the office of Deputy Mayor.
The Elected Members and Officials congratulated him on his election as Deputy Mayor.
T. Coughlan, Town Manager congratulated Cllr. P. Considine and Cllr. T. Glynn on their election as Mayor and Deputy Mayor. He assured them of the Executive's commitment and support for the coming year. E. Power, Town Clerk complimented Cllr. T. Brennan for his work as Mayor of Ennis over the previous twelve months and wished Cllr. P. Considine and Cllr. T. Glynn every success in the coming year.
Item 3 - Schedule of Meetings
It was proposed by Cllr. T. Brennan and seconded by Cllr. F. Neylon and agreed that the Schedule of Meetings, which had been circulated, with the Agenda for the period July 2008 to June 2009 be approved.
The meeting then concluded.
