As the outgoing Mayor, Cllr. P. Considine was not present, it was proposed by Cllr. F. Neylon, seconded by Cllr. M. Guilfoyle and agreed that Cllr. T. Brennan take the chair to commence the meeting. Cllr. Brennan welcomed members to the first Annual Meeting of the newly elected Council. He also welcomed the new Town Manager, Ger Dollard.
1. Election of Mayor
Cllr. Brennan called for nominations for Mayor.
Cllr. M. Guilfoyle proposed Cllr. F. Neylon as Mayor and this was seconded by Cllr. T. Brennan.
As there were no further nominations Cllr. F. Neylon was declared elected.
Mayor F. Neylon then took the chair and outlined his commitment to the people and town of Ennis for the present and in the future. He welcomed the new and returning Councillors and thanked his family & supporters.
Cllr. J. Flynn requested that standing orders be suspended to discuss incidents in Cloughleigh over the weekend, however on being informed that the Mayor was calling a meeting on Friday, 19th June the councillors agreed to postpone discussion on the matter until then.
2. Election of Deputy Mayor
Cllr. J. Flynn proposed Cllr. M. Howard as Deputy Mayor.
This was seconded by Cllr. P. O'Shea.
Cllr. T. Brennan proposed Cllr. M. Guilfoyle as Deputy Mayor.
This was seconded by Mayor F. Neylon
A vote was taken on Cllr J. Flynn's proposal, which resulted as follows
For Cllr M. Howard were Cllrs J. Flynn, M. Howard & P. O'Shea.
Total votes for Cllr M. Howard were 3
Against Cllr M. Howard were Cllrs T. Brennan, M Guilfoyle, B. Meaney & F. Neylon.
Total votes against Cllr M. Howard were 4
A vote was then taken on Cllr T. Brennan's proposal, which resulted as follows
For Cllr M. Guilfoyle were Cllrs. T. Brennan, J. Flynn, M. Guilfoyle, M. Howard, B. Meaney, F. Neylon, & P. O' Shea.
Total votes for Cllr M. Guilfoyle were 7
Against Cllr M. Guilfoyle. No Cllrs voted against Cllr M. Guilfoyle.
Total votes against Cllr M. Guilfoyle was 0
The Mayor declared Cllr. M. Guilfoyle to be elected as the Deputy Mayor.
Cllr. M. Guilfoyle thanked the members for electing him to the office of Deputy Mayor.
The Town Manager & Town Clerk extended congratulations & good wishes to the Mayor & Deputy Mayor.
3. (a) Nomination of 6 representatives to the Municipal Policy Committee
Cllr T. Brennan proposed Cllr M. Howard and this was seconded by Cllr B. Meaney and agreed.
Cllr F. Neylon proposed Cllr M. Coote Ryan and this was seconded by Cllr B. Meaney and agreed.
Cllr J. Flynn proposed Cllr P. O'Shea and this was seconded by Cllr B. Meaney and agreed.
Cllr T. Brennan proposed Cllr B. Meaney and this was seconded by Cllr J. Flynn and agreed.
Cllr F. Neylon proposed Cllr M. Guilfoyle and this was seconded by Cllr T. Brennan and agreed.
Cllr B. Meaney proposed Cllr J. Flynn and this was seconded by Cllr T. Brennan and agreed.
There were no further proposals. Cllrs M. Howard, M. Coote Ryan, P. O'Shea, B, Meaney, M. Guilfoyle and J. Flynn were declared nominated to the MPC.
(b) Nomination of Chairman to the Municipal Policy Committee
Cllr B. Meaney proposed Cllr J. Flynn and this was seconded by Cllr T. Brennan and agreed.
There was no further proposal. Cllr. Flynn was declared nominated as Chairman of the MPC.
4. Nomination of Chairman of the Joint Policing Committee
Cllr J. Flynn proposed Cllr P. O' Shea and this was seconded by Cllr F. Neylon and agreed.
There was no further proposal. Cllr. P. O'Shea was declared nominated as Chairman of the JPC.
5. Nomination of two members to the County Clare Vocational Education Committee
Cllr M. Guilfoyle proposed Cllr T. Brennan and this was seconded by Cllr B. Meaney.
Cllr J. Flynn proposed Cllr M. Howard and this was seconded by Cllr P. O' Shea.
Cllr T. Brennan proposed Cllr P. Considine and this was seconded by Cllr F. Neylon.

As both nominations were filled no further vote took place.
T. Brennan & M. Howard were nominated to the County Clare VEC.
6. Nomination of Delegates (Two and One Substitute) to attend the Annual Conference of the Association of Municipal Authorities of Ireland
- Nomination of two Delegates.
Cllr J. Flynn proposed Cllr M. Coote Ryan and this was seconded by Cllr M. Howard.
Cllr T. Brennan proposed Cllr M. Guilfoyle and this was seconded by Cllr P. O'Shea.

7. Nomination of Town Council Delegate to attend the Annual Meetings of Irish Public Bodies Mutual Insurances Limited

8. Nomination of a representative on the EU Operational Committee of the Mid West Regional Authority
